The Government of Russia has submitted a bill to the State Duma to amend the Tax Code following the enforcement of the law on Territories of Priority Social and Economic Development (TOPSED) in the Russian Federation.
The amendments are aimed to establish favorable taxation environmnet in TOPSEDs and attract investors.
The draft law proposes the introduction of special tax treatment for residents of TOPSEDs.
In particular, the document suggests lower tax rates on revenues and mining.
Tax residents shall be registered in appropriate TOPSEDs provided that resident entities have no subdivisions based beyond the Territory, do not apply special tax schemes and are not members of tax consolidated groups.
Non-profit organizations, banks, insurance companies, non-government pension funds, professional participants of stock markets, clearing agencies and residents of Special Economic Zones of any type are not eligible to become TOPSED residents.
